We already know about federal Internet gambling legislation that's currently under consideration, but what's out there on the state level? We did some digging and found a few computer-related gambling laws that have been passed by the New York State Senate in recent months.
Bill Number: S844
Prohibits wagering over the internet or through an interactive computer service with any racing association or corporation or regional off-track betting corporation; defines relevant terms.
Bill Number: S917
Prohibits the use of computer systems or storage media, including the internet, in furtherance of illegal gambling or possession of gambling records.
Bill Number: S918
Prohibits the use of a computer to disseminate gambling access to minors, addresses jurisdiction of conduct without the state and provides certain limitations on liability of employers for actions of employees and agents.
Bill Number: A5646
Requires foreign corporations providing gambling or wagering over the internet to file for authorization to do business in this state with the secretary of state.
Bill Number S2044
Requires foreign corporations providing gambling or wagering over the internet to file for authorization to do business in this state with the secretary of state.
Update (1/1/00): None of these bills were passed by the time session wrapped up in '99. IGN will carefully monitor developments in New York when session resumes in 2000. Also see New York Assembly Bill 5650.
Update (2/1/00): New York bills S917 and S918 were reintroduced and referred to codes committee on Jan. 5, 2000. S2044 died in assembly on Jan. 5, 2000 and was returned to committee for review and changes. A5646 was referred back to the Racing and Gaming Committee Jan. 5, 2000.
