Online Gaming in Latin America

Online gaming is licensed and regulated by several countries. Not every country has specific legislation for regulating online gaming. Brazil launched a federally regulated fixed-odds sports betting and online-gaming market in January 2025 under Law No. 14.790/2023. In September 2026, however, Provisional Measure No. 1,394 prohibited those activities nationwide, including operations authorized by states and the Federal District. As of October 14, 2026, the measure remained subject to congressional consideration. Costa Rica hosts many online operators but does not issue a dedicated iGaming license; instead, companies operate under general business, tax and AML laws, and are expected to exclude Costa Rican residents while serving foreign markets.
