Blocking Internet Content: a Technical Perspective

Can Internet content that is deemed illegal and/or offensive be effectively blocked? Australia's Commonwealth Scientific and Industrial Research Organization (CSIRO) addresses the technical side of the issue in a report prepared for the National Office for the Information Economy.

The report, "Blocking Content on the Internet: A Technical Perspective," looks into blocking content on both the application and the packet level, and focuses on blocking content from outside of Australia that's accessed by Australian citizens. The general consensus is that there are several ways to sidestep both techniques and that the solution instead lies in international cooperation and a change in the way ISPs offer their services. In particular, Appendix 5 of the report outlines a proposed framework for international cooperation.
