New York's attorney general, Elliot Spitzer, has made numerous efforts in the past two years to persuade financial institutions to block the state's residents from using their credit cards to gamble online--most notably the reaching of settlements with PayPal and Citibank. In an interview with IGN Publisher Sue Schneider, two officials from Spitzer's office explain why these actions have been taken and on what grounds.
