Goodlatte Bill Remains in Committee

This morning, the House Judiciary Committee began marking up H.R. 3125, The Internet Gambling Prohibition Act of 1999. The Committee reportedly considered one amendment to the bill before adjourning until 9:30 tomorrow morning. This morning, Congressman Goodlatte (R-VA) offered an amendment which included, among other changes, the language offered by Congressman Steve Rothman to bring the House bill language concerning horse racing into conformation with the language passed by the Senate as part of the Kyl bill. This amendment passed. The effect of the language is to add to the current exception for horse racing the requirement that an interstate wager be subject to the requirements of the state where the bet originates. The Committee then began debate on an amendment by Congressman Pease (R-IN) that would strip the current lottery exception out of the bill. The Committee adjourned before a vote on that amendment. More amendments could be offered tomorrow.
