November 19 was Senator Jon Kyl's second chance to squeeze in victory with his continual battle against Internet gambling. So what if only three people responded to the call for a voice vote? He's gotten his bill passed for the second time with just a few amendments to last year's offering.
Some people wonder if, instead of prohibiting Internet gambling, Kyl's pet project is really a path to making online gambling legal. After all, with all of his concessions, the only truly happy parties are the brick-and-mortar casinos whose cashflow might be affected by some online competition.
Additionally, last minute changes were added protecting Indian gaming interests. The Justice Department is reportedly considering offering up their own version. "It's our feeling that the Kyl bill actually extends gambling," Kevin DiGregory, Deputy Assistant Attorney General, Criminal Division of the US Justice Department said at the recent Cardozo Law School gaming conference.
