Michael D. Shagan, an attorney and full-time consultant with 28 years of experience in the racing and wagering industries, submitted testimony before the Public Sector Gaming Study Commission in Charlotte, North Carolina on June 18.
Shagan's premise is that regulation in the U.S. should be in the hands of the states and that the states should not attempt to interfere with each other's policies. Outright prohibition, he says, is wrong.
