TOO LITTLE, TOO LATE In an interview with the Antigua Sun, Antigua and Barbuda’s attorney at the World Trade Organization said the European Union ruling that the United States violated World Trade Organization rules came too late.

"If you look at what they’ve said, they are threatening to take the U.S. to the W.T.O. over what we have already taken them to the W.T.O. for,” Mark E. Mendel, the legal counsel for Antigua and Barbuda, told the newspaper.

"One of the really strange things with the EU report is that it says the EU is determined that what the U.S. is doing may violate WTO laws … well I mean, we proved that four years ago," he added.

Mr. Mendel has been involved in the ongoing dispute with the United States for more than four years.

PARTING WAYS On Thursday, Lottomatica S.p.A. said it has agreed with Dogan Sirketler Grubu Holding A.S., or Dogan Group, to terminate its fifty-fifty joint venture to participate in the Turkish National Lottery tender.

According to Reuters, a spokesperson from Lottomatica said the tender was "not coherent" with the company's strategy

"Lottomatica has looked closely at ... the operation," a Lottomatica spokesperson was quoted by Reuters as saying. "(The operation) foresees an upfront fee to obtain the license. Such a structure is not coherent with the strategy of allocating capital."

In February, Dogan Group, a Turkish conglomerate, announced a partnership with Lottomatica to bid on the 10-year contract to operate the lottery.
