Illegal Lottery -- Auckland District Court Judge Nicola Mathers on Thursday ruled that a New Zealand text messaging competition promising 27 Peugeot Cabriolet cars as prizes is illegal. Mathers said she was satisfied that the Department of Internal Affairs had proved beyond reasonable doubt that Richard Stuart Hayes and Troy Jonathon Elliott, directors of Watch and Win Ltd., organized an illegal lottery in which entrants could text a word spotted on TV2 to enter a daily draw for a Peugeot car and receive free products from Pizza Hut restaurant. The competition failed for lack of entrants, and there was insufficient money to honor prizes. Mathers said the scheme was not a sales promotion as defined by law. Hayes and Elliot will be sentenced on Oct. 6.
