NASPL Expresses Opposition to Frank Bil

Clint Harris, president of the North American Association of State and Provincial Lotteries (NASPL), has sent a letter to Rep. Barney Frank, D-Mass., describing the association's opposition to the Internet Gambling Regulation and Enforcement Act (IGREA).

According to the letter, NASPL, which represents the 43 state lotteries in the United States, believes the IGREA does not preserve states' rights. While the association does not take a particular stance on Internet gambling, it does believe that each state should be able to legislate and regulate which forms of gambling are allowed, it said.

Harris, who is the executive director of the Minnesota State Lottery, said that while he applauds Frank's efforts to license and regulate Internet gaming in the United States, that falls under the purview of the states' rights.
