Ontario introduces deposit limits for under-25 players

(PRESS RELEASE) -- The Ontario Lottery and Gaming Corporation (OLG) has introduced a measure that requires deposit limits for online players under the age of 25 as their level of engagement increases, helping set early guardrails for safer play. The new measure is designed for a player group that research consistently identifies as potentially more vulnerable to gambling-related harm than other age groups.
“Requiring a deposit limit is not about removing choice, it’s about strengthening that choice by helping players to pause and consider what they are comfortable spending,” said Duncan Hannay, OLG’s President and CEO. “OLG relies on research and best practices to guide how we engage with players and respond to emerging trends. This new measure is a practical, data-driven step to help players under 25 build safer play habits early.”
The deposit limit measure requires certain players under 25 to set a cap on how much money they can add to their account and it can be set as daily, weekly or monthly limit. This ensures players stay within the boundaries they set for themselves. Pre-commitment tools like deposit limits are evidence informed and support safer play by helping players define and stick to spending boundaries.
“Responsible gaming remains a priority for the Ontario government, and striking the right balance between individual choice and protecting vulnerable players is essential,” said Stan Cho, Minister of Tourism, Culture and Gaming. “This initiative reflects the strong collaboration between government, agencies and industry partners to strengthen player protections and ensure Ontario’s gaming market remains safe, responsible and trusted.”
OLG offers a range of safer gambling tools to all players through our award-winning PlaySmart program, including deposit limits, spending reminders, and time-outs. This new measure builds on that foundation by strengthening early engagement with these tools. It reflects OLG’s ongoing commitment to enabling informed decisions and connecting players with the right tools and supports at the right time, so they can continue to enjoy their play.
