It was well known for months that the National Gambling Impact Study Commission was strongly in favor of prohibiting Internet gambling and with these sentiments came the assumption that the Commission supported the Kyl bill. During Friday's press conference upon the release of the final report, however, a few things were said that would indicate otherwise.
A few of the panel members appear to be at odds with the legislation because it would legalize some types of "in-home" gambling. Commissioner Leo McCarthy, a hard line anti-gambling advocate, said that he opposed the Kyl legislation because it expanded the scope of legalized in-home gambling. Similarly, Commissioner Paul Moore said that he was concerned about any pending legislation that would permit someone to gamble from their den (although he did not mention the Kyl legislation by name).
