IGN is in the process of gathering and publishing worldwide jurisdictional guidelines for licensing Internet casinos and sportsbooks.

STANDARD CONDITIONS FOR THE LICENSING OF
VIRTUAL GAMING AND SPORTS BETTING OPERATIONS
IN ANTIGUA AND BARBUDA

I.  REQUEST FOR APPLICATION FORMS

Please submit to the Free Trade and Processing Zone, P.O. Box 817, St. John=92s, Antigua, West Indies a cover letter requesting an application form and stating the corporate name of the proposed business and giving a brief description of the activities of the said business (The letter should identify the company=92s target market).

An US $25.00 (Bank Draft) Fee for the Application Forms should be enclosed.


II. APPLICATION PROCESS

(a) The ORIGINAL OFFICIAL APPLICATION FORMS must be completed and returned to the Commission with ALL REQUIRED DOCUMENTATION (please see following page) and an US BANK DRAFT for the sum of US $525.00 (VS $25.00 in respect of application processing fee and US $500.00 in respect of due diligence fee).

(b) After the due diligence is completed and if having regards to inter alia the findings the Commission agrees to approve the application prescribed licence fee must be paid, and the Licence shall be issued immediately thereafter. The entire process from application to licencing takes approximately thirty (30) days.

*Please note that due diligence is a continuous process conducted for the duration of the period specified by the licence.
 


III. REOUIRED DOCUMENTATION

All requirements stipulated in the official application form must be supplied. However, the following are of vital importance.

(a)

    (I) Letter of recommendation from a local (Antigua) attorney or from some other reputable individual or firm in respect of the company seeking to be licensed and its principal shareholders
    (II) An official police record from the country in which the applicant permanently resides and also from the country of the applicant=92s nationality if different.

(b) Listing of Corporate Principals and their Curriculum Vitae's.

(c ) Memorandum and Articles of Association.

(d ) Certificate of Incorporation (Please note the Registered Name of the Company and Trading Name must be the same on the application form).

(e) Bank and Credit References.

(f) Certification of Fairness and Reliance of Software by a reputable international chartered accounting firm or any qualified institution or professional acceptable to the Commission

(g) All payments must be made in US dollars in the form of a BANK DRAFT to The Commissioner of the Free Trade and Processing Zone.


IV. REQUIREMENTS OF CERTIFICATION AND DECLARATION AND AFFIDAVIT OF FAIRNESS OF SOFTWARE

1. State the name of the owner of the software

2. State the name of the owner of the copyright of the software.
 
3. State whether the software has been tested.

    (a) If yes, state the name of the company or individual who did the testing.

      (1) All companies involved in the certification process must submit their company credentials.
       
      (2) All individuals involved in the certification process must submit their professional credentials.

    (b) If no, the software must be tested as it is a requirement of the Standard Conditions for the Licensing of Virtual Gaming and Sports Operations in Antigua and Barbuda.
4. State all the contents of the software.

5. State specifically what gaming programs are present on the software.

    (a) State whether the gaming programs comply with the rules and standards set by the Las Vegas or Atlantic City Rules.
    (b) State the standards of the gaming programs as they relate to the Las Vegas and Atlantic City Rules.

    (c) State the server protocols.

    (d) State communication protocols.

    (e) State other specifications which are part of the gaming program (e.g. game control, recording).

    (f) State databases in respect of the following:

    (g) Clients=92 account.

    (h) Clients=92 records.

    (i) Results of each game.

6. State whether the system is fully secured and guaranteed

    (a) State whether or not software can be changed without having to rewrite the entire software program.
7. State any other information regarding the specific software

8. State final declaration that the gaming programs in the software and fair and reliable.

9. Both the Declaration and Affidavit of Fairness should be signed, sworn and witnessed before a practicing lawyer or notary public.
 

The zone reserves the right to test, check and verify by competent means as its disposal the software of the licensee at any time. Any false information submitted would immediately result in the cancellation of the grant of the licence to operate.
 
 
This Declaration and Affidavit is made by us in support of the application submitted by
______________________ to the Free Trade and Processing Zone, Antigua Name of Company (hereinafter referred to as: =93The Zone=94) for the licensing of virtual gaining operations in Antigua and Barbuda.

All the information submitted in the Declaration and Affidavit of Fairness arc true and correct to our knowledge, information and belief.
 

The foregoing are the official briefing on the guidelines, for application, fees, regulations. work permits, concessions and customs clearance of imports for Virtual Gaming and Sports Wagering Operations in Antigua and Barbuda and also other types of businesses in so far as they apply to the specific business.
