20 October 1998

WILMINGTON, Del. -- Starnet Communications International Inc. (OTC BB: SNMM) has entered into a Simulcast Agreement with Flamboro Downs to provide live harness racing coverage via the Internet.

Regarded by many as Canada's fastest half-mile harness racetrack, Flamboro Downs is located near Hamilton, Ontario and has been operational since 1975. The facility also offers simulcast standardbred and thoroughbred racing coverage via closed-circuit television throughout Ontario.

Coverage from Flamboro Downs will be simulcast on Starnet's Internet gaming site, WORLD GAMING (http://www.worldgaming.net). The World Gaming horseracing system features real-time track, program and handicapping information, and live audio/video racing coverage.

World Gaming intends to offer pari-mutuel wagering on the races to viewers outside of the U.S. and Canada, via its secure on-line wagering system. World Gaming now provides simulcasting from eight racing facilities, and intends to ally with additional organizations in order to provide 24-hour horse and dog racing coverage via the Internet.

Other companies involved in the off-track horseracing and wagering industry include You Bet International Inc., Autotote Corporation and ODS Technologies L.P., a subsidiary of United Video Satellite Group Inc.

World Gaming Services Inc., a wholly owned Starnet subsidiary, is licensed in Antigua to accept and process wagers via the Internet. In addition to "Webcasting" international horse and dog racing, the multilingual World Gaming system features virtual casino games, sports wagering with real-time odds fed from Las Vegas and Europe, and an international lottery ticket brokerage. World Gaming and its global marketing partners currently promote these pastimes to Internet bettors residing outside of the U.S. and Canada.
