HR 3125--the mystery wrapped in a riddle cloaked in an enigma (or whatever it was that Winston Churchill said)--continues to puzzle observers in Washington.

Latest to chime in on the battle are the Internet service providers, who are concerned that even though language mandating that ISPs actively patrol end users was eliminated from the bill, it still opens ISPs to unlimited injunctions from law enforcement agencies looking to enforce the ban. Barbara Dooley, president of the Commercial Internet Exchange, a lobbying group that includes ISPs, says, "If this bill is not fixed, ISPs will have a very difficult time supporting passage."

Also heard from again was the NCAA, challenging an argument in the Washington Times that called the bill a dangerous precedent with regard to federal content regulations of the Internet.

Meanwhile, no action yet in the House.
