Dominica offers licenses to online casinos, sportsbooks and 800-number businesses. The licenses are in essence contracts negotiated and agreed to by the operator and the government. All gaming companies must register under the International Business Company (IBC) Act of Dominica 1996. Residents of Dominica are not allowed to gamble online.
