Online Gaming in Bosnia and Herzegovina

The "Republicka Uprava Za Igre Na Srecu" (RUIS) is the gaming regulatory board under the Ministry of Finance at Republika Srpska (an entity of Bosnia and Herzegovina) that licenses online gaming in Bosnia and Herzegovina.

In January 2011, Republika Srpska granted the first online gaming license to WILLIAMS, a land-based bookmaker and slot hall operator. WILLIAMS's online gaming site, WWin, offers sports betting and casino games to players throughout the region. Any player who is not registered or does not have an account at a bank within Republika Srpska will be banned.

In January 2013, the Communications Regulation Agency of Bosnia and Herzegovina (RAK) tried to block access to foreign online gaming sites. But under public pressure regarding censorship, RAK lifted the ban.

Per the Act on the Games of Chance, permission for organizing internet games of chance is issued by the Board to a legal entity with headquarters in Republika Srpska for a period of five years. All equipment must be located in the territory of Republika Srpska, which refers to hardware and software used by players to participate in games of chance through the global internet network (GIN). Internet games of chance organizers must ensure functional IT equipment that enables connection with the Board's IT system for supervision and control of financial activities, and a lump sum of 200,000 KM is paid for permission to organize internet games of chance. Internet games of chance organizers must have core capital in the amount of 1 million KM. To ensure that winnings payouts, organizing games of chance fees and other liabilities can be paid, an internet games of chance organizer must have a dedicated deposit in the amount of 1 million KM at a bank with a seat in Republika Srpska during the permission period or a banking guarantee in that amount. All financial activities, transactions, deposits and withdrawals of the internet games of chance must be executed through banks located in Republika Srpska. Organizers must pay a fee in the amount of 4% of the basis, which consists of total stakes minus total winnings.
