Online Gaming in Moldova

The National Lottery of Moldova is the only licensed provider of online gaming in Moldova.

In May 2011, the Minister of Finance declared that the National Lottery of Moldova will have a monopoly in the field of gambling and will be engaged in regulation of all gambling, including lotteries, slot machines, bookmaker offices and casinos.

In late 2011, Amaya Gaming Group was awarded an exclusive 20-year contract to provide the National Lottery of Moldova with a range of gaming solutions, including video lottery terminals, sports betting and digital gaming. In February 2012, Amaya officially launched the first National Lottery of Moldova, branded as "Milioane Pentru Moldova." The lottery is based on Short Message Service (SMS) technology, enabling anyone with a mobile device to participate in the lottery.

In 2012, Moldova began the process of modernizing and possibly liberalizing its online gaming market.

In June 2012, the Ministry of Finance put forward a proposal for a 60% increase in gambling license awards in addition to a 30% increase in mobile gaming service awards to cover revenue losses resulting from the 2012 government budget revisions.

As of 2016, no substantial changes to the regulatory scheme have been implemented.

In May 2018, it was reported that the Public Property Agency (APP) was trying to shed its monopoly over gambling in the country, announcing plans to implement a public-private partnership with two EU companies which will see the businesses run the APP’s operations on its behalf.
