Online Gaming in Cook Islands

Licensees of the Cook Islands are required to have capital of at least NZD $1 million, pay 5% of the win to the government, and submit audited accounts annually. Applicants must be approved by the Cook Islands Development Investment Board as a foreign enterprise, must obtain a Ministerial exemption to permit online gaming outside the Cook Islands, and must meet certain due diligence requirements.
