London-based banks Royal Bank of Scotland (RBS) and Egg have revealed plans to begin treating consumer transactions that are used to pay for gambling services as cash advances, rather than as purchases of traditional goods and services. In doing so, the banks will subject gambling transactions to higher interest rates. The policy changes from two of England's most prominent credit banks are a likely an indicator of things to come across the entire credit and banking industry.»

UK Licensing Provisions Brought to Light

The U.K. Gambling Commission published a 134-page consultation document last week titled "License Conditions and Terms of Practice," which lays out a number of provisions that prospective licensed gambling operators will be expected to abide by to accomplish the government's three main aims: eradicating crime, keeping gambling fair and open and protecting children and the vulnerable. Some of the provisions lay out guidelines specifically for online gambling operations, while others are to be followed by casino, bingo club, lottery and gaming machine operators as well.»

US House Update: Leach Bill Marked up in Financial Services Committee

The full 70-member Financial Services Committee of the U.S. House of Representatives marked up Rep. James Leach's, R-Iowa, Internet Gambling Enforcement Act (HR 4411) this morning. The markup was rather uneventful, with Leach speaking in favor of his bill and ranking Democrat Barney Frank, D-Mass., speaking against it. The bill was approved by a voice vote after receiving a technical amendment. It now heads to the Judiciary Committee for another markup.»
