The Frank Bill - Four Potential Snags

Congressman Frank's bill, HR 2046, would not repeal the Unlawful Internet Gambling Enforcement Act (UIGEA). It would change it, adding modifying clauses (proposed sections 5381-5389) to Title 31, where UIGEA already inhabits sections 5361-5367. And in doing so, it would also make a big change in American gambling law. For the first time, the federal government would be actually issuing gambling licenses and setting the rules on who can and can't play.

In April, Rep. Barney Frank, D-Mass., introduced the Internet Gambling Regulation and Enforcement Act, which proposes a licensing and regulation regime be established in the United States. The bill could attract remnants of an exiled industry back to the United States, though it is slow in gaining traction. Furthermore, Frank has said that he would not introduce the bill for House vote unless he was sure it would pass. IGN asked the experts to weigh in on the bill's chances of negotiating the uncertain road ahead.
