Gocorp Shareholders Approve Lasseters Purchase

Shareholders of Gocorp Limited have voted in favor of a merger with Lasseters Casino Pty Limited, operator of Australia's first regulated online casino. The resulting company will be called Lasseters Corporation Limited. Thirteen of 15 resolutions presented during the April 24 extraordinary general meeting were passed, but two that would issue 500,000 stock options each to Gocorp Chairman Christopher Cullen and John Walton, a director in the company, failed.

A Closer Look at Virgin Islands Legislation

Last week IGN reported on a bill that would bring Internet gambling to the U.S. Virgin Islands. Legislators there debated long and hard over Bill No. 24-0046, before deciding that a few changes were needed. Arguments over suggested changes to the bill will be heard May 7 when the Senate Committee for Economic Development, Agriculture and Consumer Protection reconvenes. Changes will likely include work on the regulatory structure, taxation issues and the issuance of a "Master Franchiser" license.

Wounded by a bear market, increased competition and the continually hazy legal climate in the U.S., Youbet.com has certainly seen better times. Nevertheless the company continues to move forward in hopes of achieving a profitable business. The intranet race wagering service provider has launched a new Web-based betting platform in hopes of increasing its subscribers by the end of the year. But, the company’s future may be known sooner rather than later. Hanging above operations in the quarter is the threat of being de-listed by Nasdaq. To save itself, Youbet.com must be traded at over $1 for over 10 days before the end of May. Given the fact that the stock was at $0.44 on Monday, the future on the Nasdaq doesn’t bode well for the California-based company.

Clarification on the Application of the Permanent Establishment Definition in E-commerce

The Organization for Economic Co-operation and Development recently issued a clarification on its "Commentary on the OECD Model Tax Convention." The model, adopted by the Committee on Fiscal Affairs in December, concerns the application of the current definition of permanent establishment in the context of e-commerce. It follows two previous drafts that were released for comments by Working Party No. 1 in October 1999 and March 2000. Of special note are the OECD guidelines regarding e-commerce, server location and taxation as referred to in Curacao.

Michigan to Racing: 'Nope, Not Here'

Authorities in Michigan have told three race betting firms to immediately discontinue accepting wagers via telephone and over the Internet from Michigan bettors. The warnings were sent by the attorney general's office as well as the office of the racing commissioner. On the receiving end were Youbet.com, Ladbroke at the Meadows and Ladbroke's parent company, Magna Entertainment Corporation (operators of Call-A-Bet).

UK Gambling Interests Express Concerns over New Policies

Yet another battle is brewing between the various groups affiliated with British betting and racing. Bookmakers are concerned about a number of issues, including proposals to abolish the Horserace Betting Levy Board (HBLB) and sell the Tote (Horserace Totalisator Board). As a result, the Bookmakers' Committee, which represents a number of betting groups, outlined the betting industry's concerns and some suggestions to ameliorate these problems in a 27-page commentary to the Home Office.
