UK Licensing Provisions Brought to Light

The U.K. Gambling Commission published a 134-page consultation document last week titled "License Conditions and Terms of Practice," which lays out a number of provisions that prospective licensed gambling operators will be expected to abide by to accomplish the government's three main aims: eradicating crime, keeping gambling fair and open and protecting children and the vulnerable. Some of the provisions lay out guidelines specifically for online gambling operations, while others are to be followed by casino, bingo club, lottery and gaming machine operators as well.

UK Policy Briefing: Advertising by Remote Gaming Operators

If you place an advert in Britain for an offshore poker site that says, "Test your nerve with poker" or "Play online anytime," you will have committed a criminal offense and could go to prison for up to two years, so says the Gambling Commission and the Department of Culture, Media and Sport (DCMS).

US House Update: Leach Bill Marked up in Financial Services Committee

The full 70-member Financial Services Committee of the U.S. House of Representatives marked up Rep. James Leach's, R-Iowa, Internet Gambling Enforcement Act (HR 4411) this morning. The markup was rather uneventful, with Leach speaking in favor of his bill and ranking Democrat Barney Frank, D-Mass., speaking against it. The bill was approved by a voice vote after receiving a technical amendment. It now heads to the Judiciary Committee for another markup.

, the European Commission's internal market commissioner, Charlie McCreevy, is threatening to go after six EU member states for restricting certain forms of remote gambling--and sometimes banning foreign operators altogether--while permitting citizens to wager through national lotteries, effectively doing away with the free market and violating the EC Treaty.

French Casino Operator Turns to Interactive Technology

Groupe Partouche, France's largest casino operator, has lately undertaken a number of measures in an effort to build stronger interactive offerings. The company has launched a mobile casino partnership in the UK with Probability Games Corporation, has requested a gaming license in Gibraltar, and has appointed a new chairman to develop the business of Partouche Interactive. Although its name is certainly well-known and established in France, the company will not be able to offer interactive gambling services to French residents due to the country's monopolistic licensing regime.
