PayPal (Europe) Ltd. Allows Betfair Customers to Use Its Service

PayPal (Europe) Ltd, an online payment company that allows anyone with an e-mail address to send money online, has signed an agreement with British betting exchange operator Betfair that will allow Betfair's European customers to make payments to the company using the PayPal service. The deal is especially noteworthy considering that PayPal (Europe)'s U.S-based parent company PayPal Inc. has recently stuck to a policy of avoiding the gambling industry.

On paper, Rep. Goodlatte (R-VA)'s HR 4777-- The Internet Gambling Prohibition Act—certainly accomplishes what it sets out to do, which is outlaw most forms of remote gambling. However, for years the Department of Justice has worked under the assumption that remote gambling is already illegal, and operators targeting Americans have therefore already acted accordingly by moving offshore out of reach from American authorities. Although there are some provisions in HR 4777 that could indeed pose problems for the online gambling industry in North America, it appears that they might not do much more harm than cause some businesses to adapt.

Playtech Owners Seek AIM IPO in Late March

Online gaming software and solutions provider Playtech has confirmed that it plans to float on the Alternative Investment Market of the London Stock Exchange in late March. Playtech's owners intend to raise about £175 million (US$300 million) through the placement offering of about 25 percent of their shareholding in the company. The float should earn the company a valuation of more than £550 million ($950 million).

Goodlatte Introduces Internet Gambling Prohibition Act

Rep. Bob Goodlatte (R-VA) and Rep Rick Boucher (D-VA) today called a press conference to announce their introduction of legislation aimed at prohibiting gambling via the Internet and other remote means. Called the Internet Gambling Prohibition Act, the bill seeks to update the federal Wire Act to cover all forms of gambling and technologies. Upon the bill's introduction it was referred to the House Judiciary Committee, on which Goodlatte and Boucher are both members, for further consideration.
