In May 1999, Kansas Attorney General Carla J. Stovall sent to various online gambling website operators a letter informing them that it was illegal to take wagers from people using computers located in the state of Kansas. The Interactive Gaming Council, as it always does when attorneys general flex their muscles, wrote a letter to Stovall expressing its concerns with the consequences of her stance. Unlike other attorneys general, however, Stovall actually responded, albeit four months later.»
